2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES B
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS.
b. (Item 8)The upper segment of the historic East Roatcap Creek road
does not need to be reestablished as a road.
c. (Item 9)The Steven's Gulch Allotment Stock Trail does not need to be
returned to a historic pre-mine portal location. The lower portion of the
stock trail needs to be completed to provide a continuous trail back to
the historic East Roatcap Creek road.
d. (Item 13)The Operator will work with the BLM to eliminate or cover the
rock scarp on the Steven's Gulch Allotment Stock Trail.
8. Map 8A-19(located in Volume 8A)has been revised with TR-64 to show
the reclamation of Ponds W1 &W2 as well as restoring East Roatcap
Creek.
Reclamation activities associated with TR-64 will be to remove the culvert
in East Roatcap Creek and restore the Creek to its approximate original
configuration. A description of the existing upstream and downstream
channel segments can be found in the McDermid Engineering Associates
report located in Volume 8, Tab Culvert Capacities. In summary, "The East
Roatcap creek channel banks, upstream and downstream of the proposed
fill, are comprised of cobble and boulders up to three and four feet in
equivalent diameter. It is very steep(12%)on the average and grade is
controlled in a series of pools and drops by dams of boulders and
cottonwood logs. This is the typical mountain streams on steep grades in
an equilibrium condition."
In order to restore the channel to its premining configuration, the reclaimed
channel will have boulders intermittently placed along the creek bed. As
discussed in the McDermid report, the channel will, over time, reach an
equilibrium point with pools and drops created by the boulders and runoff
debris.
A permit from the United States Corps. of Engineers was obtained for the
reclamation activities and is located in Volume 8A, NPDES/USACE Tab.
East Mine Reclamation (formerly OVM)
Structural Demolition
1. The Guard Shack was removed in 2001. However, some concrete
foundations and the security gates remain in this area.
2. The derelict weather station and dust sampling station were removed in
2001.
3. The sewage treatment plant was removed in 2001.
4.
