PERMIT#: M-2012-004 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: July 2, 2019 <br /> OBSERVATIONS <br /> This inspection was conducted by Eric Scott of DRMS as a pre-operational monitoring inspection for AM01. <br /> AM01 is a MLRB ordered permit amendment to enlarge the 112c North Star Pit to encompass prior off-site <br /> disturbance. Upon arriving at this site, Mr. Scott met with permittee representative Jack Miller and toured the <br /> site with him. No other permittee representatives were present during the inspection. AM01 was called <br /> complete for review on April 9, 2019. The public comment period for this amendment ended on June 28, <br /> 2019, and to date, no comments or objections have been received by DRMS. <br /> The pit is located in an area that is still being actively farmed, and the site identification sign was present near <br /> the access point to the site at county road 138. <br /> During this inspection it was observed that the notice of permit amendment applied for sign was present <br /> (photo 1), and that the new permit boundary markers were in place (photos 3,4 and 6). Mining activity was <br /> ongoing and a processing plant and stockpiles were present on the floor of the approved pit area (Photo 5). It <br /> was noted that although the mining plan currently calls for mining at a 4:1 slope, vertical walls were present <br /> along the east side of the excavation (Photo 5). The presence of vertical walls within the permit accounts for <br /> the majority of the significant bond increase required for this amendment. It was also noted that topsoil that <br /> was stripped from the west side of the permit area will need to be properly consolidated into stockpiles and <br /> maintained for reclamation. <br /> No other issues were noted during this inspection. DRMS will approve AM01 as submitted by the operator. In <br /> order to finalize AM01, the required bond increase will need to be submitted and approved by DRMS within <br /> 60 days of the AM01 approval date.
