This amendment is mainly comprised of a comprehensive update of the reclamation and <br /> closure plans, which the Division has required Homestake Mining Company("HMC") to prepare <br /> and submit. <br /> The primary outstanding reclamation concerns at the Pitch Mine include geotechnical stability <br /> and water quality. These amendment materials address, as much as possible, the existing <br /> conditions and remaining work to be performed to adequately reclaim the site. As recent <br /> discussions between the Division and HMC have made clear, there remains undefined water <br /> quality standards for the site, which presently preclude Homestake from fully formulating <br /> detailed reclamation plans to address water quality. HMC has, however, been actively engaged <br /> in carrying out uranium load reduction evaluations to define the Best Management Practices <br /> (BMPs) that will determine the Lowest Practical Level (LPL) for uranium load reduction at the <br /> Mine. Once the LPL is determined and accepted by the Water Quality Control Commission, <br /> further reclamation tasks can be scheduled and undertaken by HMC, which will be added to this <br /> reclamation plan through permit technical revisions. At this time, HMC fully commits to <br /> continue to monitor the work being performed and will submit additional revisions to the <br /> permit's reclamation plan as they are needed. <br /> To accomplish the planned reclamation work and be able to best discuss the tasks in this <br /> amendment, the Pitch site has been divided into "Operable Units" (or OUs), and the tasks have <br /> been arranged to reflect the priorities and the phased nature of the planned reclamation work. <br />
