Response: The term "natural passive treatment" refers to the natural biological and chemical processes <br /> that have been documented as occurring in the existing natural wetlands, and which have also been <br /> documented as being effective in reducing sediment and pollutant levels in runoff from both undisturbed <br /> and reclaimed mined lands. The proposed activities seek to expand the areas over which these natural <br /> processes occur, and to enhance the biological/chemical processes through increased flow residence time, <br /> more consistent saturated conditions, and improved growing conditions for some of the more effective <br /> wetland species. While not specifically addressed and permitted by the CDRMS,these systems are never- <br /> the-less effective in helping to achieve stated environmental protection objectives, and there are related <br /> permitting considerations in both applicable USACE regulations (Nationwide 27 Wetland <br /> Enhancement)and CDPHE-WQCD regulations, which PSCM seeks to utilize in order to comply with the <br /> applicable requirements of these other regulatory agencies. <br />
