June 12, 2019 C-1981-008/New Horizon Mine JHB

Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4

The Irrigated Cropland (IC) reference area was observed. The IC reference area is located at the southern portion
of the Morgan property. The IC reference area is irrigated by Center pivot sprinkler, and is contiguous with the
reclaimed Irrigated Cropland field. Both the IC reference area and the IC reclaimed area had been cut and baled.
The Center pivot sprinkler was on during the inspection. There appeared no difference between the IC reference
area and the rest of the reclaimed filed.

ERMR had scheduled vegetation sampling contractors to sample the IC reclaimed area and the IC reference area
prior to the first cutting. The Division was unable to be present during the sampling of these areas.

The dryland pasture is located north of Tuttle draw on the west side of 2700 road. The dryland reference area
consists of undisturbed native vegetation that could be grazed. ERMR has a fence around this reference area.
There was evidence that animals had been through the area adjacent to the reference area but there was no sign of
grazing on the reference area.

The segment of reclaimed ditch 18 on the Staats property that has previously received bond release approval
continues to look good and exhibit good pasture growth. This reclaimed area was being side roll irrigated and had
not been cut at the time of the inspection.

The segment of reclaimed ditch 18 on the GW46 property irrigated pasture is becoming nicely established. The
area adjacent to the reclaimed ditch has been cut but not baled. The grasses in the reclaimed ditch segment have
not been cut, aiding good initial vegetation establishment in this area.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
The irrigated pasture vegetation on the reclaimed haul road on the GW46 property has been cut but not yet
baled. No bare patches or weedy areas were noted on this reclaimed area.

Due to the wet spring Whitetop is prevalent throughout the county. ERMR has been keeping up on weed control
when they observe them. Most of the areas walked and driven during the inspection were well managed with few
noxious weeds. Species listed by the Colorado Division of Agriculture as noxious weeds are species of concern.

A few individual plants of Russian knapweed were encountered on topsoil stockpile H on the NW corner. A few
Tamarisk and Russian olives were noted trying to become established in the swale southwest of the warehouse
(ditch C4). Frank said ERMR had pulled these species last year, but would treat this area again for the re-sprouts.

DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA
