The on-the-ground inspection was completed by Clayton Wein of the Division of Reclamation, Mining <br />and Safety (the Division), the aerial inspection was completed by Harry Ranney of the Division. The aerial <br />inspection occurred from 10:38 AM to 10:40 AM. Kurt Blunt of Blue Mountain Energy, inc (BME) was present <br />for the on-the-ground inspection. The weather was clear with a temperature of 85 degrees F. The ground <br />conditions were dry. <br />FISH and WILDLIFE – Rule 4.18: <br /> Throughout the inspection of the site, deer scat and tacks were seen. The post-mining land use for the site <br />is rangeland and wildlife habitat. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> There is one sump and on pond located on the south side of the railroad loadout. The Sump, RS-1, was <br />dry at the time of the inspection. The embankments were stable and well vegetated. There were no erosional <br />concerns noted. The inlet to the pond is a buried pipe from the loadout. The pipe was clear of debris and capable <br />of functioning as designed. The pond, RR-1, was not impounding water. The embankments of the pond were <br />stable with well-established vegetation. No erosional features were observed. There is on ditch on the south side <br />of the railroad loadout leading to the RR-1 pond. The ditch was recently cleaned out (Photo 1). Evidence of <br />recent flows was seen. The ditch was stable and capable of functioning as designed. During the ditch <br />maintenance, it was revealed that the pipe inlet to the RS-1 sump did not originate in the ditch; but rather at the <br />edge of the rail loadout (Photo 2). <br /> <br />The SS-1 pond was holding water during the inspection. The level of the water in the pond had not reached the <br />spillway. The embankments of the pond were stable and well vegetated. No erosional concerns were identified.
