The mine is a reclaimed underground <br />mine. The majority of the recaimed area has previously been approved for Phase III bond Release The reclaimed <br />area remaining under bond consists of the mine water treatment system. <br /> <br />The weather was warm and dry. All snow has melted off the treatment facilities area. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Mine records are stored at the Garfield County Clerk and Recorder office in Glenwood Springs. The <br />Availability of Records form accompanies this report. The inspector was unable to locate the Permit Renewal No. <br />7 Findings in the public record files. This most recent findings should be filed with the rest of the records. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The water treatment system was observed. Starting from the far western extent of the system orange <br />stained water is seeping down the ditch from the passive treatment area next to the county road. This seep pools at <br />a low spot on the north side of North Thompson Creek, and seeps into the ground just east of the bridge to the <br />reclaimed portal 1 area. This seeping water does not mingle with water that is piped from Mine 3 or with the mine <br />water discharge from portal no. 1. Recent grading work has occurred immediately west of the west end of the <br />long pond. This area has a manhole west of the 2 pipe inlet to the long pond. Water was flowing into the long <br />pond from one of the pipes. The manhole is slightly open and water is flowing from the manhole into the long <br />pond. The recently graded area is very small. Roughly 10 ft. x 20 ft. and has been left rough. The inspector could <br />not determine if the area had been recently seeded. <br /> <br />Water was flowing through the long pond. There was considerable orange (Fe) staining on the west end of the <br />long pond. Pond weeds and cattails were present within the long pond. The inlet end smelled slightly of Sulphur.
