Colorado Mined Land Reclamation Board <br /> June 14, 2019 <br /> Page 2 <br /> elevations of the Wynona Mine are unknown and the mine is not accessible. To the best of our <br /> knowledge,pump testing is the only technique available to develop a reliable estimate of water <br /> volume, pumping rates, and drawdown time. <br /> In response to the DRMS request, D&A worked with CMC to prepare a pumping test that would be <br /> used to develop a mine pool drawdown plan. This recommended test consists of using the existing <br /> equipment and piping to pump water from the Wynona Shaft through a totalizing flow meter at a <br /> constant rate into the existing mill and/or pond while water levels are measured in both the Times <br /> Well and Wynona Shaft on a regular frequent basis. The data from the pump test would then be used <br /> to create a mine pool elevation to capacity curve. This curve would be used to develop a mine pool <br /> control plan and a monitoring plan that is tied to mine pool elevations. Depending on the progress of <br /> the test and available storage on site,the pump test may have to be conducted in several stages. <br /> On June 12,2019,D&A met with CMC to discuss the detailed logistics of the pumping test including <br /> flow meter placement,measurement techniques,potential quantities, and drawdown stages. On the <br /> same day, DRMS issued a letter denying the permit amendment. This letter states that"...the <br /> Division would consider pumping water into or out of the mine workings (including any pump tests) <br /> to be a violation of the Cease and Desist Order at this time...". D&A concurs with DRMS's position <br /> that a mine pool drawdown plan is necessary and thereby strongly recommends that a pump test as <br /> described above be allowed to proceed.
