The inspection was <br />completed by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Jim Stover of J.E. <br />Stover and Associates (mine’s consultant) was present for the inspection. Ben Krause of the Division of Water <br />Resources (DWR) was also present for the inspection. The weather was clear with a temperature of 85 degrees F. <br />The ground conditions were dry. <br /> <br />During the inspection of the mine site, the Division met with DWR to look at the land owners new facilities <br />constructed on lands within the mine permit boundary. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were in good condition and up to date. The records are located at the office of J.E. Stover and <br />Associates in Grand Junction, CO. Please see the attached Availability of Records form at the end of this report <br />for more details. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Snowcap Coal completed maintenance repairs for SL-11 on March 27, 2019. During the inspection of the <br />mine site the repairs were stable and in good condition. There were no indications of erosion. Please see the <br />Hydrologic Balance section of this report for more details. <br />A large section of land had been disturbed by the landowner. The land was located south across the access road <br />from Substation A (Photo 1). This area had no repairs requested to be conducted in the Division’s November 28, <br />2018 Inspection Report. No reclaimed areas of the mine site were impacted by the new disturbance.
