Leigh Simmons and Jason Musick of the Division, Tom Medlin of the <br />Office of Surface Mining and Reclamation Enforcement (OSM), Tony Tennyson representing Tri-State <br />Generation and Transmission Association (Tri-State), and Tom Fry representing Colowyo Coal Company <br />(Colowyo) accompained the inspection. The primary focus of this inspection was for bond release as requested <br />through Colowyo’s SL-15 (combination Phase I, II and III) application. A total of 65 acres is being requested for <br />Phase I located in the East and West Pits as well as 3.7 acres for Phase I, II, and III for the Gulch A Ditch. The <br />weather was clear and ground conditions were dry with a high temperature of 75 degrees fahrenheit. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />As per Rule 3.03.2(2), the Division inspected the requested areas within the East Pit, West Pit, and the Gulch A <br />Ditch to ensure Colowyo has met the backfill and grading requirements within Colowyo’s PAP. The total acreage <br />of SL-15 being requested for Phase I bond release is 65 acres for the reclamation parcels located in the East and <br />West Pit and 3.7 acres as part of Gulch A Ditch. The area was walked along the transect lines provided in the SL- <br />15 application and GPS points were taken along at approximately every 200 ft. Additional GPS points were <br />collected at the smaller reclamation parcel located in the West Pit along topography lines for an accurate <br />comparison. In total, 20 GPS points were collected in the East and West Pits. In addition to collecting GPS points, <br />the Division also surveyed the area using a DJI Phantom drone. The drone flew a predetermined crossing route <br />over the entire SL-15 area where it took aerial imagery as well as GPS information. This information will be post- <br />processed and aid in the Division’s findings for the SL-15 bond release.
