• IV.E Electrical Distribution System
Existing powerlines are shown on Map 22.
The 13.8 -kV powerline servicing the mine site approximately parallels the existing county road which
provides access to the plant area. Construction access was from the existing county road. Some
minor tree and brush clearing was required. Any areas disturbed during powerline construction
were immediately reclaimed.
The 13.8 -kV powerline structures are single wood poles approximately 30 feet high and spaced
about 350 feet apart. Excavation for the holes was by an auger. All excavated material not used for
backfilling was spread and seeded along with other areas disturbed during construction of the power
line.
The 13.8 -kV fine was not routed near the 138 -kV line due to economic considerations. The route for
this power line crosses mine areas that have been and will be subsided. The route for the 138 -kV
line is much longer. It was originally constructed in a non -subsidence corridor, however, due to
changes in the mine plan, it is also in areas that may be affected by mine subsidence. Raptor proof
poles are used.
• Permanent electrical power for operating the mine and plant is supplied from an existing 138 -kV line
located southeast of the "D" Portal area. A 138 -kV transmission line was constructed from this line
to the substation at the "D' Portal area. This substation transforms the 138 kV to 13.8 W. The
approximate route for this line is shown on Map 22. Some clearing and road construction was
required for construction of this power line. All earth disturbances were reclaimed immediately after
construction was completed.
The 138 -kV power line structures consist of two wood poles connected with wood cross members to
form an "H frame" structure. The pole structures are approximately 55 feet high and spaced about
600 feet apart. Excavation for the holes was by an auger. All excavated material not used for
backfilling was spread and seeded along with other areas disturbed during the construction of the
power line.
Both the 13.8 -kV and 138 -kV power lines were designed and constructed by Moon Lake Electric
Association.
The main substation at the "U" Portal transforms power from 138 to 13.8 kV and contains a 138 -kV
oil -cooled circuit breaker, a 20.0 -MVA transformer, metering equipment and a lineup of switchgear
for the 13.8 -kV distribution. This substation occupies an area approximately 150 by 200 feet and is
0
Permit Rev. 4 (11/2002) IV -24
