INTRODUCTION <br /> The following is the initial 112(c)permit application for the proposed Birdseye Pit to be operated <br /> by Schofield Excavation, Inc. The Birdseye Pit will be located approximately 4 miles northeast <br /> of Leadville, Colorado and will mine valley floor gravel deposits and process them into <br /> construction products. Activities will include: mining sand, gravel, and aggregate; stockpiling <br /> topsoil and fill; asphalt production, concrete production, and road base crushing; and loading <br /> final products for shipping by truck to various nearby locations as demand dictates. It is <br /> anticipated that mining and processing operations will be year-round endeavors. Mining may <br /> occur at intermittent periods with equipment that is either staged on site or is mobilized to the <br /> site as needed. Processing will occur using mobile screening and sorting equipment mobilized on <br /> site as demand dictates. Various products stockpiles will be generated and will then be shipped <br /> as per customer requests. <br /> A large portion of an end-users cost of unit-value commodities such as concrete batch, asphalt, <br /> aggregate, sand, and road base is transportation from source to consumer. Locating a source for <br /> these vital materials in Lake County will benefit all users by decreasing the final cost to <br /> consumers. Schofield Excavation strongly believes that allowing this pit to be permitted, thus <br /> allowing these critical materials to be sourced locally, would create a more sustainable and <br /> economically viable situation than one where consumers in Lake County must import these <br /> products from quarries located tens to hundreds of miles away. <br /> Reclamation will occur progressively as portions of the permit area are mined. Final reclamation <br /> of the permit area will occur after the cessation of all mining activities. The Lake County <br /> Comprehensive Plan dated February 2015 includes the improvement of the Parkville Water <br /> District's water storage capabilities as a stated goal. Consequently, as per the Lake County Board <br /> of Commissioner's request, the final use of the property will be water storage consisting of a <br /> series of ponds surrounded by reclaimed areas of rangeland with a vegetation community of <br /> native plants and shrubs. <br /> This application will provide a framework for the presentation of all documents, plans, maps, <br /> information, and requirements necessary for the DRMS to evaluate this application and grant a <br /> permit for this operation. <br /> Birdseye Pit Grt-g 1.ewwki and NsH"ialew V1 IA <br /> June 2019 i-1 <br />
