Air quality emissions calculations,which <br /> have been prepared to support Black Mountain's air permit application package, show the <br /> emissions from the project to be in in compliance with state limits. While noise levels, <br /> nighttime lighting, and traffic concerns are not discussed in detail in the state application, <br /> they will be discussed in the Weld County USR application. Additionally, Black Mountain is <br /> happy to meet with the Bijou Irrigation District again to further discuss their concerns and <br /> our best management practices in detail. <br /> • A request that a well monitoring program be implemented by Black Mountain for baseline <br /> collection prior to permit approval and continued as part of the reclamation plan as well <br /> as a water monitoring program to collect baseline water quality data and monitor for any <br /> water quality impacts long-term—Black Mountain is working with our hydrology <br /> consultant to add a proposed monitoring well program to our application amendment. <br /> • Bijou provided a list of questions they would like answered within the permit amendment <br /> —Black Mountain is in the process of finalizing their application amendment and will use <br /> the provided questions as a basis for data augmentation within the CDRMS application <br /> amendment and the Weld County's Use by Special Review application package, matching <br /> the data provided to each application's scope. <br /> • Equus Farms, Inc.—Objector <br /> • A statement that an amendment must comply with the regulations outlined by Colorado <br /> Revised Statues and should also provide additional data on how Black Mountain intends <br /> to minimize disturbances to the prevailing hydrologic balance—Black Mountain is in the <br /> process of finalizing the application amendment and will provide all data required by the <br /> regulations to obtain a mining permit. <br /> Please let me know if you have any questions or need additional information.
