C-9
In either situation, surplus capacity within the fines recovery pit would be first utilized to accommodate the
additional process slurry tonnage; or, if additional fines disposal capacity is determined necessary, such
would be accomplished within a portion of the main pit(via Technical Revision).
4) Phase 5: Site Reclamation: On completion of mining and processing activities, all plant facilities and
supporting infrastructure will be removed from the site. Site reclamation will be carried out in a manner
consistent with that presented in Exhibit D: Reclamation Plan.
Given the foregoing general discussion as to the overall scope of the Keenesburg Project, specific project
components are discussed, in sequence, as per the requirements of Rule 6.3.3 (a)through(f).
(a) ESTIMATED DATE MINING WILL COMMENCE AND END
It is anticipated that"mining"(defined as the initiation of pre-stripping excavation activities)will commence during
the 3,d Quarter (Q3) of calendar year 2019, subject to procurement of all necessary permits, approvals, and
authorizations.
The actual mining of sand materials (and processing operations) will commence immediately thereafter, and
continue for an estimated 3 to 6 month duration (with 3 months of"effective production time", defined as dryer
operational time). The duration of actual mining(and processing)activity is constrained by the estimated available
resource, and potentially subject to unforeseeable process interruptions and/or weather-induced delays, etc.
Site closure and reclamation will commence following completion of all mining and processing operations. At this
juncture, it is anticipated that site closure and reclamation can be accomplished by end of 2nd Quarter (Q2) of
calendar year 2020. Site closure and reclamation activities are further described in Exhibit D: Reclamation Plan,
and depicted in Exhibit E-2: Reclamation Plan Map.
Keenesburg Project—Limited Impact 110 Application_May 24,2019
