D-1 <br /> EXHIBIT D <br /> RECLAMATION PLAN <br /> The current, or pre-mining use of the Permit Area is that of rangeland; and, the proposed post-mining restoration <br /> objective is to similarly return the Permit Area to that of rangeland. Inasmuch as the proposed Permit Area is <br /> located upon privately-owned lands that are wholly-controlled by Guttersen Ranches LLC, an entity principally <br /> engaged in the cattle industry, CSC has developed the Reclamation Plan in direct consultation with, and the direct <br /> concurrence of,that entity. <br /> The Guttersen Ranches LLC desired, and herein designated, post-mining land use is consistent with the <br /> requirements of Rule 6.3.4; and accordingly,the reclamation plan has been developed in a manner consistent with <br /> the requirements of Rule 3.1: Reclamation Performance Standards. <br /> (a) Timing and Extent(Depth of Overburden Replacement)of Reclamation Activities <br /> Due to the short duration of the Keenesburg Project (e.g., less than 6 months of sand production operations), all <br /> reclamation activities will be deferred until sand production is terminated. Assuming a third-quarter (Q3) 2019 <br /> start-up date for the Project, it is anticipated that reclamation activities would commence and be completed late fall <br /> 2019 or early winter 2019-2020. <br /> As discussed in Exhibit C: Mining Plan, site development will encompass pre-stripping and salvage stockpiling <br /> of an anticipated 12-inch "growth medium" horizon from the main mine pit, fines recovery pit, and perimeter <br /> loadout loop roadway areas,respectively. Other than this topmost"growth medium"zone,there is no"overburden" <br /> to be removed or replaced. Inasmuch as a nominal 12-inches of material is to be stripped and salvaged prior to the <br /> project,a nominally-equivalent thickness of 8-to 12-inch depth will be replaced atop each of the previously stripped <br /> areas as seedbed material. <br /> For those remaining areas that are not pre-stripped,but which will be subject to operational disturbance(e.g.,heavy <br /> equipment travel,material stockpiling and recovery,and areas underlying temporary and/or modular structures and <br /> Keenesburg Project—Limited Impact 110 Application_May 24,2019 <br />
