C-1 <br /> EXHIBIT C <br /> MINING PLAN <br /> Per Rule 6.3.3,the following provides detailed information descriptive of the proposed mining and processing plan, <br /> overall facilities layout,equipment and infrastructure,and other appurtenant operational parameters. Per Rule 6.3.5, <br /> map depictions of the proposed mine plan and the final site reclamation plan, respectively, are also provided as <br /> Exhibit E-1: Mine Plan Map and Exhibit E-2: Reclamation Plan Map. In addition,relevant supporting figures <br /> are also provided herein, in order to provide a greater level of detail,where such is warranted. <br /> KEENESBURG PROJECT MINING AND PROCESSING OVERVIEW <br /> Colorado Sand Company's(CSC's)proposed Keenesburg Project is to be an industrial sand mining and processing <br /> operation that will be established within the SW1/4 of the SW1/4 of Section 12; T2N; R64W of the 61' Principal <br /> Meridian, at a location approximately 2 miles north of the Town of Keenesburg, in Weld County, Colorado. The <br /> affected area has historically been rangeland,and it is currently utilized by the property owner(Guttersen Ranches, <br /> LLC) for livestock grazing purposes. <br /> The proposed 110(c)Limited Impact operation is anticipated to be of limited duration(less than 1-year), inclusive <br /> of project development, production, and site closure/reclamation) sand mining and processing operation. Mining <br /> and processing operations will be carried out on a permitted area (i.e., the "Permit Area") encompassing <br /> approximately 9.9 acres(m/1), as depicted in Exhibit E-1: Mine Plan Map. <br /> The proposed 9.9-acre Permit Area is a roughly rectangular-shaped area(oriented longitudinally west to east)that <br /> easterly abuts, and is truncated by, the existing ranch service road that enters that portion of the privately-owned <br /> Guttersen Ranches LLC property. The ranch service road enters the ranch at a location just northeast of the <br /> intersection of Weld County Road 59 and the right-of-way alignment of what would be Weld County Road 22 <br /> (currently non-existent). All components of the Keenesburg Project will be contained within the 9.9-acre Permit <br /> Area, to include an open-cut mine pit(to be limited to a nominal 5-acres in footprint area), integrated wet and dry <br /> sand processing facilities, and the final product storage and loadout facilities. <br /> Keenesburg Project—Limited Impact 110 Application_May 24,2019 <br />
