Mr. Ragsdale <br /> May 16, 2019 <br /> Page 5 of 9 <br /> and planting,the estimated availability of viable seeds in sufficient quantities of the species proposed to <br /> be used, and the proposed time of seeding and planting; <br /> (e) A plan or schedule indicating how and when reclamation will be implemented. Such plan or schedule <br /> shall not be tied to any specific date but shall be tied to implementation or completion of different stages <br /> of the mining operation as described in Subparagraph 6.4.4(1)(e). The plan or schedule shall include: <br /> (i)An estimate of the periods of time which will be required for the various stages or phases of <br /> reclamation; <br /> (ii)A description of the size and location of each area to be reclaimed during each phase; and <br /> (Ili)An outline of the sequence in which each stage or phase of reclamation will be carried out. <br /> (The schedule need not be separate and distinct from the Reclamation Plan,but may be <br /> incorporated therein.) <br /> (f)A description of each of the following: <br /> (i)Final grading- specify maximum anticipated slope gradient or expected ranges thereof; <br /> (ii) Seeding- specify types,mixtures, quantities, and expected time(s) of seeding and planting; <br /> (iii) Fertilization-if applicable, specify types, mixtures, quantities and time of application; <br /> (iv) Revegetation- specify types of trees, shrubs, etc.,quantities, size and location; and <br /> (v) Topsoiling- specify anticipated minimum depth or range of depths for those areas where <br /> topsoil will be replaced. <br /> The post-mining land acse specified for this permit is rangeland, however the proposed final slope of the quarry <br /> area is 5H.•3V. This is notably steeper than the slopes tvpically allowed for rangeland. The act states that "if the <br /> operator's choice of reclamation is for range, the affected land shall be restored to slopes commensurate with the <br /> proposed land use that shall not be too steep to be traversed by livestock. " Rule 3.1.5(7) also states that "In all <br /> cases where a lake or pond is produced as a portion of the reclamation plan, all slopes, unless otherwise <br /> approved by the Board or Office shall be no steeper than 2K•I V.... .. <br /> DRMS also notes that post-mining slopes this steep are prone to excessive erosion, and very difficult to <br /> revegetate. The proposed drill seeding and mulching of the slopes will also be difficult or impossible at that <br /> slope. Please provide adequate justification that a post mining slope of 5H:3V as proposed is appropriate and <br /> stable, or modem all reclaimed slopes to be no steeper than 2H:1 V. <br /> The current reclamation plan states that the processing plant will remain after mining operations cease. This <br /> would require that the plant area be designated with a post-mining land arse of indaistrial/commercial, not <br /> rangeland, and it will need to be identified on the reclamation map as such. Also please provide proof that this <br /> indztstrial/commercial land use would be in compliance with local land use regulations/requirements such as <br /> .zoning and building codes. <br /> The reclamation plan provided states that soil amendments may be required to revegetate in areas where topsoil <br /> is not available. Please state what kind of testing/amendments will be attilized in these areas, andprovide the <br /> appropriate costs in the reclamation bond estimate. <br />
