Box 187 <br />Craig, CO 81626 <br /> <br />Re: Trapper Mining, Inc., Permit C-1981-010 <br /> Quarter 1 2019 - Horse Gulch Fill Quarterly Inspection Report <br /> <br /> <br /> <br />Dear Ms. Perkins: <br /> <br /> <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found the above <br />referenced report to be in general compliance with the following CDRMS regulations: <br /> <br />4.09.1(11)(a) Inspected at least quarterly by a registered engineer, or other qualified professional <br />specialist in construction of earth and rockfill embankments under the direction of a qualified engineer <br />throughout the construction. <br /> <br />The certified report covers the first quarter monitoring period from January through March of 2019, and the <br />inspections were conducted by yourself, a certified engineer on 28 March 2019. <br /> <br />4.09.1(11)(b) Provide to the Division a certified report within 2 weeks after each inspection that the fill has <br />been constructed as specified in the design approved by the Division. The report shall include a description <br />of any appearances of instability, structural weakness, and other hazardous conditions. <br /> <br />The inspection was conducted on 28 March 2019. The Division received the report on 4 April 2019. No <br />instability, structural weakness, or other hazardous conditions were noted during this inspection of the fill. <br />The area where cracks were detected on the top south portion of the fill during the first quarter of 2013 was <br />inspected and no additional cracking was observed. Other areas were differential settling has been observed <br />in the past were also inspected. The spots above the 7350’ elevation on the south side where in 2013 some <br />settling occurred were inspected. This area showed additional differential settling during the June 2018 <br />inspection. It was agreed that periodic monitoring utilizing TMI’s drone technology would take place should <br />any additional settling be observed. The spring discovered during the third quarter of 2011 was not flowing <br />at the time of the inspection. The spring and surrounding area were snow covered at the time of inspection.
