Soil Replacement - Approximately 850 cubic yards of topsail was salvaged from the Upper Hubbard <br />Geek disturbed area and stockpiled on site for use to reclaiming this area. Following final <br />reclarriation grading, approximately six inches of topsoil will he placed on disturbed areas. <br />Revegetation - In accordance csith an agreenxnt with the DMG, a vegetation study was conducted <br />for the Bear Creels and Hubbard Creek disturbance areas and adjacent undisturbed areas during the <br />stunner of 1981. The results of this study are sunurnanzed in Exhibit 2.04-E6, Vegetation <br />Inforrnnation, and graphically nllmtrated on Maly 2.04-M8, Regional Vegetauon. A revegetation plan, <br />based on the study results, u included in iht, vegetation study report in Exhibit 2.05-E6. Disturbed <br />and reclaimed areas will be prepared and n -seeded consistent anth the approved revegetation plan. A <br />fence at the public lands boundary was removed during site development. A new fence or other <br />barrier mill be constructed at the time >)f final reclamation to limit vehicular access to the re- <br />established roadway and protect revcgetated areas. <br />Reclamation Schedule - The fallowing sump -u izes the timing of the future (trial reclarnation activities <br />for the Upper Hubbard Creek facilities area, beginning with the decision to abandon the site. <br />Year 1 - Remaining structures will be removed from the site and the area will be <br />final graded Lina topsoded. Grading will reiult in placement of at least 4 feet of <br />cover over the existing substation foundation in the roadway area. The <br />sedimentation pond affil be recl::inned as part off the parking area. <br />Yeah 1 and 2 • The resoiied surface will be prepared and the area planted and seeded <br />during the fiat favorable planting season following final grading. <br />Reclamation Casts - A summary of estimated costs for complete reclamation of the Upper Hubbard <br />QPek facilities area is provided in Exhibit 2.0.E -F.3, Insurance and Bonding Information. <br />Elk Creek Coal Handling, Support, and Ancillary Facilities - The Elk Creek Coal Handling, <br />Support, and Ancillary facilities include the coal Stockpiling, reclaim, crushing, and transfer systems: <br />conal storage silo and loadout; mitre office, shop, and warehouse facilities; other storage facilities and <br />areas; ancillary facilities; and associated disturhance areas. Because these facilities support ongoing <br />operations for the entire mine property, n-i-lamation plats for the Elk Geek Facilities area are based <br />on the cessation of all mining activities at sn[nt! indefinite future date. <br />Detnofitian and Final Grading - All equipment, buildings, :rid above ground structures not approved <br />for retention to support the postmining land use will be dismantled and removed from the site. The <br />following fat-thties will be retained to support either the pt-minining land use or the existing Town of <br />Somerset: <br />Culinary Water Supply, Treatment, and Storage System - The culinary water supply <br />system that currently fiamishes domestic water to both the nune and the Town of <br />Somerset will remain in-place. This sy--tem includes an infiltration gallery in the alluvium <br />of the North Fork of the Gururxson River, the water treatment plant and plumping <br />station, 6 -inch water transmission pipelines, and the 200,000 gallon water storage tank on <br />the hill adja-.ent to the Somerset Cemetery. These facilities and systems will not be <br />affected by other site reclamation activities except to the area where the Elk Geek culvert <br />will be removed .uid the channel restored. In thc, area, channel restoration activities will <br />disturb a portion of tote existing 6 -inch waterline. The affected sections of waterline x111 <br />be replaced and instdated of coven -d pith sufficient fill mat, Tial to protect the pipeline <br />and prevent freezing fullownnK reconstruction of the channel - <br />Somers -2t <br />hannel- <br />Somerset Cemetery Road - The old road to the Somerset Cennetery was eliminated and a <br />new road constructed in conjunttum with expansion of the Elk Creek coal stockpile and <br />construction of the West Valley Fill and haul road. The new West Valley Haul Load was <br />PR04 2.05-55 Revised August 2000 <br />
