It <br />rained hard before, during and after the inspection. There was no sign of any recent disturbance or of anyone <br />accessing the site. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; St ream Buffer Zones 4.05.18: <br /> The water level in the North Fork of the Gunnison River was very high. Data from the USGS st ream gage <br />near Somerset (09 132500 ) shows the di scharge peak ing at over 3000 cfs, (for reference the med ian peak flow over <br />the last 84 years is 3250 cfs). The site was muddy, as would be expected, and small puddles of wate r had formed, <br />but there wa s neither significant ponding nor obvious signs of run-off causing erosi on. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> Smoke/ste am was visible from multiple spots along the top of t he scarpe, and also just below i t.
