April 30, 2019 C-1980 -007/West Elk Mine LDS

Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 3

it was not expected to grow significantly.

SLIDES and DAMAGE - Rule 4.12:
There were signs of significant movement at the slide on the Materials Storage Bench. MCC staff monitor
the area daily, and reported rates of ¼” to ½” per day. There were visible cracks in the surface of the bench and
some ponded water where it had previously been graded to run off. There was freshly cracked asphalt on the road
below the slide area and obvious bulges in the surface of the bench outslope. Given the wet conditions, MCC were
not carrying out any work to try to prevent the area from sliding, but were monitoring it closely.
MCC staff also monitor movement of the foundations of a section of the C1 conveyor belt closely.
Movement is generally to the east, however there are differences in the rate of movement at different points along
the belt line. Mr Ogrodny reported that the short-term plan was to move the belt over on the existing support
structure, but that in the longer term it may be necessary to extend the structure, possibly on a new foundation. At
the time of the inspection there was no sign of damage to the slope that would be of concern to the Division.

DOCUMENTS RECEIVED
N/A
OTHER (SPECIFY)
N/A

ENFORCEMENT ACTIONS/COMPLIANCE

No enforcement actions were initiated as a result of this inspection, nor are any pending.
