PART I <br /> Permit No.: COR400000 <br /> associated with construction activity were assigned a pollutant-specific Wasteload <br /> Allocation (WLA) under the TMDL, the division may: <br /> i. ensure the WLA is implemented properly through alternative local requirements, <br /> such as by a municipal stormwater permit; or <br /> ii. notify the permittee of the WLA and amend the permittee's certification to add <br /> specific effluent limits and other requirements, as appropriate. The permittee may <br /> be required to do the following: <br /> (a) under the permittee's SWMP, implement specific control measures based on <br /> requirements of the WLA, and evaluate whether the requirements are met <br /> through implementation of existing stormwater control measures or if <br /> additional control measures are necessary. Document the calculations or other <br /> evidence demonstrating that the requirements are expected to be met; and <br /> (b) if the evaluation shows that additional or modified control measures are <br /> necessary, describe the type and schedule for the control measure additions or <br /> modifications. <br /> iii. Discharge monitoring may also be required. The permittee may maintain coverage <br /> under the general permit provided they comply with the applicable requirements <br /> outlined above. The division reserves the right to require individual or alternate <br /> general permit coverage. <br /> 3. General Requirements <br /> a. Discharges authorized by this permit shall not cause, have the reasonable potential to <br /> cause, or measurably contribute to an exceedance of any applicable water quality <br /> standard, including narrative standards for water quality. <br /> b. The division may require sampling and testing, on a case-by-case basis, in the event <br /> that there is reason to suspect that the SWMP is not adequately minimizing pollutants <br /> in stormwater or in order to measure the effectiveness of the control measures in <br /> removing pollutants in the effluent. Such monitoring may include Whole Effluent <br /> Toxicity testing. <br /> c. The permittee must comply with the lawful requirements of federal agencies, <br /> municipalities, counties, drainage districts and other local agencies including <br /> applicable requirements in Municipal Stormwater Management Programs developed to <br /> comply with CDPS permits. The permittee must comply with local stormwater <br /> management requirements, policies and guidelines including those for erosion and <br /> sediment control. <br /> d. All construction site wastes must be properly managed to prevent potential pollution <br /> of state waters. This permit does not authorize on-site waste disposal. <br /> e. This permit does not relieve the permittee of the reporting requirements in 40 CFR <br /> 110, 40 CFR 117 or 40 CFR 302. Any discharge of hazardous material must be handled <br /> in accordance with the division's Noncompliance Notification Requirements (see Part <br /> II.L. of the permit). <br /> Page 10 of 33 <br />
