Janet Binns -2- April 20, 2019 <br />BRL: Please see revised Volume XI, page 4. Exact dates of topsoil salvage are <br />unknown and occurred over many years. This pile was permitted in 2007 and <br />topsoil salvage began, but the development was held up by an air permit. So, <br />final topsoil salvage occurred in 2013 and beyond, and occurred in varies phases <br />as the pile was developed in at least three phases. However, text has been <br />updated to reflect the amount of topsoil and coverfill that was salvaged and <br />what pile the materials are located in. In addition, Appendix A has been <br />updated to reflect salvage values and to delineate the F/F1 topsoil stockpiles. <br />c) DRMS: Page 4a, please update the sentence on the first paragraph, "At the time <br />of this writing..." since this activity has occurred in the past. Paragraph 3 <br />references, "placement of the gob in the westernmost section of the pit." It is <br />confusing to describe the area as a pit since this is an underground mine and not <br />a surface mine. Please reword this to minimize confusion. Please update <br />references to "future" activities on this page if the activities have already <br />occurred. <br />BRL: Please see revised Volume XI, page 4a. <br />d) DRMS: Please add the temporary subsoil stockpile approved with MR199 on <br />Figure "Gob #3drying/placement location" page 4b. <br />BRL: Please see attached Volume XI, page 4b. <br />e) DRMS: Paragraph 2, page 5 states that run-off and collection ditches are shown <br />on Map 15. Map 15-1 and Map 15-3 shows the ditches, but the copies <br />submitted to the Division do not show the ditch labels. The Paragraph describes <br />ditch D -J8 and D -J9, but it is unclear from Map 15-1 and 15-3 where these <br />ditches are located. Please label the ditches or reference the map that shows <br />the labels. (The Ditches are labeled on Volume XI, Figure 1). <br />BRL: Please see revised Volume XI, page 5 which directs the reader to Map 21 <br />and Figure 1. <br />f) DBMS: On page 5, the drainage area has been revised from 25 acres, to 27 <br />acres. Previously approved page states that the 25 -acre area will produce 2.6 <br />acre/feet of run-off. The proposed page increases the drainage area to 37 acres, <br />yet reduces the run-off event to 2.2 acre-feet. Please explain this change in area <br />and run-off volume. <br />BRL: The 25 -acres shown in no longer accurate and was missed being updated in <br />previous revisions. What is currently approved as shown on page Volume XI, App. B-4 is <br />39.98 acres and has a runoff of 2.29 ac -ft. What is being proposed with TR -118 is an <br />
