Mr. Frank Ferris of Elk <br />Ridge Mining and Reclamation, and Tony Tennyson of Tri-State Generation and Transmission accompanied the <br />inspection. <br /> <br />The weather was dry and warm, with partly cloudy skies. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> ERMR has backfilled the mine pit. Brock Bowles and Tony Tennyson collected final grade GPS data <br />using a “bad elf” GPS unit. Brock Bowles will download the data and include the results in a separate report. <br /> <br />The regraded pit and regraded spoil storage area blend well with the landscape. No evidence of erosional features <br />were noted on these regraded areas. <br /> <br />Dustin Garvey has been working at getting the field on the northwest portion of the reclaimed area ready to plant <br />this spring. A rock-picker was attached to a tractor to collect and remove the rocks on the surface of the soil. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Both pond 1 and pond 2 were dry at the time of the inspection. The discharge structures appear to be in <br />good repair. No problems were noted with either pond. Inlets to both ponds were in good repair with no apparent <br />down cutting or short circuiting. There was no evidence of recent discharge at either pond, and it appeared that any <br />runoff that reached the pond soaked in fairly quickly. <br />
