6.4.4 Exhibit D: Minim Plan <br /> Proiect Description <br /> The Higgins Pit II materials will be primarily utilized for, but not limited to; graveling roads and <br /> packing fill for construction projects. <br /> Duration of Mining Activities <br /> The Higgins' Pit II will continue to remain open and utilized until all material is mined. This is <br /> projected to be approximately 5 years. <br /> Salvaging of Plant Growth Medium Topsoil <br /> Before the extraction of any materials within the new proposed expansion area of the pit, <br /> topsoil will be stripped from all areas prior to that area being disturbed. The stripped topsoil <br /> materials will be separated and stockpiled within the proposed pit's footprint at locations easy <br /> to access during reclamation, approximately 150 feet to the north of the proposed expansion <br /> mining area. All topsoil required and/or available will be used to reclaim the pit in order to <br /> promote a successful reclamation and revegetation effort. These stockpiles will remain <br /> separate from other stockpiled material within the site. Please refer to the attached mining <br /> plan map for the intended stockpile location(s). Using the seed mix proposed by the local <br /> NRCS office, which is included in this permit package, these stockpiles will also be <br /> temporarily stabilized to ensure it remains in useable condition. Immediately following the <br /> conclusion of the mining operation,the stockpiled topsoil material accumulated will be placed <br /> on all surfaces affected by the mining activities prior to revegetation. <br /> As the above plan will be implemented to the best of our ability, after visiting the proposed <br /> site and reviewing the Soil Report for the proposed area, we can assume that the depth of <br /> topsoil available to strip and reuse will be minimal. We will make every attempt possible to <br /> salvage enough topsoil material to place on all disturbed surfaces, but may have a need to <br /> develop an alternative plan if that is not the case. If we find that we will not be able to salvage <br /> enough,we will continue working directly with seed suppliers and local subject matter experts <br /> to find other opportunities to ensure we have a successful revegetation effort. By utilizing a <br /> combination of these resources,we will be able to develop a successful alternate revegetation <br /> plan that will conform to the criteria stated in Rule 3 of the Mineral Rules and Regulations <br /> Manual.An example of additional items we may need to implement has been provided by the <br /> local NRCS Office. <br />
