Simmons <br /> Colorado Division of Reclamation, Mining and Safety <br /> Office of Mined Land Reclamation <br /> 1313 Sherman Street, Room 215 <br /> Denver, Colorado 80203 <br /> Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C-1980-007; <br /> Technical Revision No. TR-147 for Future B Seam Short-term MVBs Pads and <br /> Roads <br /> Dear Mr. Simmons: <br /> Mountain Coal Company, LLC (MCC) submits the attached application form, proposed <br /> public notice, and a B Seam MVBs pads and roads location map in application of Technical <br /> Revision No. TR-147 for prospective short-term mine ventilation boreholes (MVBs) pads and <br /> roads to be constructed above future B seam longwall panels LWB26 through LWB29 that <br /> will be mined beneath already mined and sealed longwall panels LWE1 through LWE5. The <br /> layout of the proposed temporary MVBs pads and associated roads is shown on the <br /> attached map. The pad for each of the four longwall panel's start-lines (the eastem-most <br /> pad) that will contain two MVBs will be about one (1) acre in size. All other pads will be <br /> about a half(1/2) acre. <br /> As is shown on the map, about ten (10.0) miles of new temporary roads will need to be <br /> constructed to access these pads. Also, about one (1) mile of existing trail will be widened <br /> to a 14' travel width (with the same 25' construction width as for new roads) and then <br /> reclaimed back to a trail width (about 5' wide) when no longer needed for access to MVBs. <br /> Several roads that were used to access past E seam MVBs were left in place and will also <br /> be utilized to access the B seam MVBs and reclaimed thereafter. A few reclaimed E seam <br /> MVB numbers are noted on the map where those MVB pads were located to provide a <br /> reference for the new B seam pad locations. Four (4) reclaimed E seam MVB pads will be <br /> crossed by new road construction. These areas are also shown on the attached map. <br /> As has been a successful practice for several years at West Elk Mine, in the fall or spring <br /> before planned MVB pad construction, the planned sites and roads approved with this <br /> revision will be jointly field-reviewed by U.S. Forest Service and MCC personnel and the <br /> locations adjusted if need be. A revision application will be submitted at that time if site <br /> and/or road adjustments are needed to minimize resource impacts. <br />
