Exhibit E...........Page 3 <br /> 2.2 Topsoil Salvage and Replacement <br /> Sufficient topsoil shall be removed to replace an average depth of between 16 and 19 inches on <br /> reclaimed surfaces. All topsoil stripped from the area to be disturbed will be placed in stockpiles. <br /> Possible locations of topsoil stockpiles are shown on Exhibit C. However, actual locations and <br /> numbers of stockpiles may vary. Topsoil stockpiles will be graded to slopes no greater than <br /> 1v:3h. Seeding of topsoil stockpiles will occur in the fall. <br /> Excess overburden may need to be removed and stockpiled. These piles will also be seeded in a <br /> manner similar to topsoil stockpiles. However, these piles won't be marked. Seeding <br /> overburden stockpiles will help lower fugitive dust emissions. <br /> Topsoil replacement will occur once all regrading of the area disturbed by mining is complete. No <br /> mechanical treatment of the overburden to prevent slippage and promote stability is necessary. <br /> With the exception of the pond embankments, the reclaimed area is basically level. <br /> In order to promote species diversity and enhance wildlife habitat, a variable depth of topsoil is <br /> proposed. In no event will topsoil depths be less than 10 inches. However, if suitable material <br /> exists, depths up to 24 inches may occur at random across the topsoil replacement area. The <br /> average depth of topsoil will be between 16 and 19 inches. <br /> 2.3 Revegetation <br /> Once topsoil replacement is complete, appropriate seedbed preparation will be used to prepare <br /> the replaced topsoil for seeding. These practices may include discing, dragging, harrowing, roller <br /> packing, etc. <br /> Once a suitable seedbed is prepared, the replaced topsoil will be seeded in the fall to an <br /> appropriate mix of perennial plant species. A conceptual example of a mix is shown in Table <br /> E-1. No mulching of the site is proposed due to the lack of erodible slopes. <br /> All noxious weed species will be controlled. Control of noxious weeds will consist of mechanical <br /> treatment and/or appropriate herbicide treatments. Whenever herbicides are used, application <br /> will be under the supervision of qualified individuals. Also, herbicides will be used in a manner <br /> that will not endanger fish or other wildlife species. <br /> Due to the small area of the proposed sand and gravel operation, only one road into the area after <br /> reclamation will be needed.
