I am going forward with my project to Reclaim <br />this Site, under your Jurisdictional Permit, and C.R.S. 34-32-106. <br />To obtain the necessary Funding and begin the Reclamation <br />Process, I must first allow the Banking Center to have professional <br />people access the site, to take the necessary Samples. To do that, I feel <br />that I must first have your permission, hopefully, by written letter. <br />Site Reclamation will cure the EPA problem of "no bottom liner" <br />which allows the raising and lowering of the water table beneath the <br />site to drain pollutants into the Arkansas River, and will allow us to <br />donate the Reclaimed site to Leadville, for their planned new City Hall. <br />I will use a Patented new Green Recovery Process to Reclaim all <br />the material and end up with "Clean Dirt". This is accomplished by the <br />use of only Magnetism, Electricity, and Air. Thus, there is no use of <br />Heat, Water, nor Acidic Solutions, currently used by other Operators. <br />I do hope that we can go forward in a professional manner. <br />Sincerely, <br />
