The inspection started with a records check at the <br />Garfield County Courthouse in Glenwood Springs followed by a ground inspection of the site. The weather was <br />clear and temperatures around sixty degrees during the inspection. Ground conditions were paritally snow covered <br />and saturated. Coal Ridge Mine is currently inactive and no mine represtative accompanied the inspection. Mr. <br />Mark Rios, on behalf of the landowner, attended the inspection. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br />The Coal Ridge No. 1 Mine’s compliance records are at the Garfield County Courthouse in Glenwood Springs, <br />Colorado. There are records in need of updating for compliance. Please see the Division’s Availability of Records <br />form at the end of this inspection report for more details. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Sediment Pond A has been reclaimed. The areas is vegetated and no signs of erosion was observed at the mine <br />site. <br /> <br />OTHER (SPECIFY): <br />As stated earlier in this report, on behalf of the landowner, Mr. Mark Rios joined the inspection. During the <br />inspection, both parties walked to entire site and discussed remaining items at the site as well as trespassing issues. <br />The landowner will be fencing off the property as well as adding a locked gate at the road entrance to the site to <br />prevent trespassing. The Division has committed to informing the landowner of the Division’s inspection in <br />advance to avoid confusion with potential trespassing.
