The inspection was <br />completed by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). The site is <br />inactive; therefore, no company representative was present for the inspection. The weather wa s clear with a <br />temperature of 58 Degrees F. The ground conditions were mostly dry. The soil was soft and damp undeneath the <br />surface. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> The records for the Fruita Loadout are located in Grand Junction, CO, at the office of J.E. Stover and <br />Associates. The records were well kept. Please see the Availability of Records form attached to the end of this <br />report for more details. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structu res 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Reed Wash was flowing at the time of the inspection (Photo 1). The site was dry with a few small muddy <br />patches. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> Construction of the facilities at the Fruita Loadout have not commenced. No disturbances have been <br />c reated at the site (Photo 2). Mine permit boundary markers were in place and in good condition. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> The mine identification sign is located at the entrance to the site (Photo 3). The sign displayed the <br />required information about the Permittee, the permit number and the Division. The sign was in good condition.
