/V\k
V'V
MineWater
March 18, 2019
Division of Reclamation, Mining and Safety -- Denver Office
RE: NOI FILE NO.P2016-020 MODIFICATION
Since August 2016 MineWater Finance LLC (MWF)has conducted exploration for mineral
occurrences about the London Mine while addressing one of the most serious sources of
pollution in the State of Colorado. The cause of the pollution is historic workings that were
driven into the side of London Mountain from the 1870s until the 1940s and these workings
penetrated zinc sulfide containing rocks that have leached zinc into the creeks since that time.
MWF has succeeded at reducing the zinc mass loading to South Mosquito Creek by more than
80%since 2016 by decreasing the water contact with the minerals near the Extension Tunnel,
and by in-situ treatment of a portion of the water within the Lower Davis workings. These efforts
have been successful, but we have found that additional work on permanent diversion of non-
tributary groundwater around the exposed ore zones is necessary to achieve the stringent
standards for zinc pollution in the existing and anticipate discharge permit CO-0038334.
The attached proposed Prospecting Notice Modification does exactly that. There presently exists
more than 800 feet of standing water above the main Water Tunnel level that are providing
hydraulic head forcing clean water to contact zinc-containing rocks exposed to air in the
workings extending more than 1000 feet vertically (and laterally for more than 100 miles), above
the Water Tunnel. We are aware of reports of high grade gold mineralization to the west of the
London Fault and we anticipate draining the high pressure water surrounding these mineral
occurrences through horizontal drilling as proposed in this Modified Notice, enabling potential
development of these deposits in the future. Without decreasing the intrusion of clean water into
the workings of the London Mine these deposits could not be safely or responsibly developed.
Sincerely,
Mine'Watcr Finance LLC
Joseph G. Harrington, President.
Copy: Steve Bain, Welborn Sullivan Meck&Tooley, Park County Commissioners,No Name
Investors, and the City of Aurora Water Department.
10924 Leroy Drive, Northglenn CO 80233
