Box 483 <br />Paonia, CO 81428 <br />March 5, 2019 <br />Re: 2018 Annual Reclamation Report Review <br />Bowie No. 1 Mine, Permit No. C 198103 8 <br />Dear Mr. Bear: <br />Bowie Resources, LLC, (BRL) submitted a 2018 Annual Reclamation Report to the Division on <br />January 29, 2019 as required by Rule 2.04.13. BRL submitted the previously approved Annual <br />Reclamation Report Form. The Division has updated and published a new report form that is <br />available on the Division's website (effective 2/9/2019). While updating the new form with the <br />information submitted by BRL, it became apparent that some information was missing or needs <br />clarification. I have included the new 2019 form along with this letter. <br />It is not clear on the submitted form for the 2018 ARR, and the previous reports going back to <br />2011, how many acres remain to be reclaimed. This value should include the unreclaimed acres <br />at the load out, and the sediment ponds with the surrounding area at the West Mine. If there are <br />any other areas that still require reclamation, those acres should be included. This value would <br />be entered in the "Acreage in Long -Term Facilities" column on the new (2019) form. So, <br />ultimately, acres backfilled and graded plus the acres is long-term facilities should equal the total <br />number of acres disturbed. <br />The Division is also trying to verify the bond release acres BRL reported on the ARR form with <br />the bond released acres in the Division's records. <br />The Division's database tracks the cumulative bond released acreage of all the approved bond <br />releases, SL2 through SL6, SLI was withdrawn. After approval of Bond Release No. 6 <br />(approved February 15, 2018), The database shows the a total of 86.01 acres have been approved <br />for Phase I bond release, and a total of 82.14 acres have received Phase II bond release approval. <br />No acres have received final, Phase III bond release. BRL's ARR form reports 63.68 acres <br />having received Phase I bond release approval, and 72.5 acres having been approved for Phase II <br />bond release.
