Recipient
Date
# Acres seeded: 0
Augmentation: NA
Weed control: No weed control efforts were reported, however,
inspections during the year indicated that limited
weed control of musk, and Canada thistle had been
conducted during the summer.
f) Location, number of acres, and date of planting of all previously vegetated areas:
All reclaimed areas with the exception of the 4.8 acres associated with the permanent
developed water system have been phase III bond released. The interstitial areas around
the permanent treatment facilities have been revegetated with a healthy perennial
community that supports the post -mining land use. There are no remaining vegetation
standards that the permanent water system is required to meet. The submitted ARR form
reports the remaining permanent structures associated with the developed water resource
as 4.1 acres. Investigation into this acreage disparity found that on July 8, 2014 the
Division approved Technical Revision No. 28. TR28 adjusted the disturbed acreage by
0.7 acres and the permit area boundary by 7.5 acres to account for re -inclusion of the
Refuse Pond, ditch to the refuse pond from Pond 9, and the associated area, back into the
permit. The 2014 ARR failed to include these acres back into the disturbed area values.
Subsequently, the Division's ARR review missed this omission as well. The following
ARRs, 2015 to 2018, carried this omission along.
Division has introduced an updated ARR reporting form in 2019 to use starting with the
2018 Annual Reclamation Report. While filling in the values into this new form, the
Division noted the acreage discrepancy. The North Thompson Creek has been reclaimed
for longer than ten years, it would be beneficial to correct the accounting at this time.
The Division has filled in the updated (2/8/2019) form for the 2018 ARR. In the future,
please use this new form, along with the corrected acreage values. The form is available
on the Division's website.
Minrec has consistently reported the total acres of disturbance for the life of mine as 65.2 acres
since 2004. This includes area that has been fully reclaimed, received final bond release, and has
been eliminated from the permit area. However, with the approval of TR28 in 2014, the
disturbed area total should be 65.9 acres. With this correction, 65.9 acres life of mine
disturbance, minus life of mine Phase III bond release, will leave 4.8 acres of remaining
associated with the permanent water development. Minrec provided an excellent accounting in
the 2000 ARR that breaks out the acreage of the reclaimed and permanent areas throughout the
mine and the loadout.
A copy of the updated form is attached to this letter. Please let me know if we need to discuss this
correction further.
