The inspection <br />was conducted and the report prepared by me, Robin Reilley of the DRMS. Graham Roberts, Trapper Mine <br />representative was present throughout the inspection. Skies were cloudy and temperatures climbing to 30 degrees <br />Fahrenheit. Ash and coal were being hauled, and road surfaces although snowy or frozen appeared in good repair <br />and without ruts. One drag line, the Queen Ann was idle, while the Molly Brown and Baby Doe were operating. <br />Activities in the pit were observed. Two blasts appeared ready to shoot. Strip line was noted to be the same as <br />November 2018. Discussed permitting actions associated with SL18, SL19 and PR9. <br />MAINTENANCE ITEMS IDENTIFIED: <br />o Due to the snowy ground conditions it was not possible to observe maintenance items identified <br />in previous inspections. <br /> <br />SIGNS and MARKERS – Rule 4.02 <br />o Topsoil stockpiles observed were marked with identifying signs. <br /> <br />ROADS- Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br />o Haul roads and access roads were wetted with snow to control fugitive dust. Roads, although <br />snow covered and frozen, appeared in good repair, well maintained and free of ruts. <br />o No evidence of offsite impacts were observed. <br /> <br />SUPPORT FACILITIES – Rule 4.04 <br />o Support facilities appeared well maintained and organized. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13;
