Miranda Kawcak,
Williams Fork representative was present throughout the inspection. Demolition of the site continues with
disposal of the materials and reclamation activities progressing in a timely fashion. Although snow covered, main
haul roads appeared in good repair, no hydrologic or air quality issues were detected.

The operators plan is to have regrade done by end of summer, with the goal to be completely finished with
topsoiling and seeding by snowfall. The waste pond is halfway reclaimed, the treatment ponds full reclaimed.
All ponds will be held until phase II has been achieved. Cover had been partially spread over waste pile area and
will be finished in spring achieving the required four feet of cover, topsoiling will follow.

After discussion it was agreed that a June 2019 inspection for SL4, phase I, II and III bond release would best
exhibit the vegetation achievement required, particularly in the Utah track where elevation and aspect maintain
snow longer into the spring.

UPCOMING PERMITTING ACTIONS:
o Phase I, II and III bond release of Utah Track and the Williams Fork strip pit received January
2019 as SL4.
o Minor Revision for parcel transfer
o Possible Land Use Change from rangeland/crop to industrial.

MAINTENANCE ITEMS:
None identified at the time of this inspection.

INSPECTION:

GENERAL MINE PLAN COMPLIANCE:
Reclamation is underway as permitted, with many of the facilities already demolished. Work has been
ongoing at the shop area where the steel infrastructure has been demolished. Cell ponds for treatment
