PERMIT#: M-1975-009 <br /> INSPECTOR'S INITIALS:ECS <br /> INSPECTION DATE:February 14,2019 <br /> OBSERVATIONS <br /> The Doughty's Pit was inspected by Eric Scott with the Division of Reclamation, Mining and Safety as part of <br /> the Division's monitoring inspection program. The site was previously inspected by the Division on January 30, <br /> 2014. Mr. Jim Weltie with Lakewood Brick and Tile Company and Mr. Steve O'Brian with Environment, Inc. <br /> were present during the inspection. The entrance sign and boundary markers were observed during the <br /> inspection as required by Rule 3.1.12 (photo 1). <br /> The site is permitted for 5.0 acres. The 2018 annual report submitted by the Operator indicated 5.0 acres of <br /> disturbance at the site. Mining is planned to continue to the south and east of the current pit floor. The site <br /> was inactive during the inspection; however material was mined and removed from stockpiles during the 2018 <br /> mining season. <br /> As this site was permitted in 1975 under enforcement actions against the property owner, the Division's <br /> record with respect to the mining and reclamation plan for this site is unusually poor. Mining was to be done <br /> with end loaders and trucks, and this method is still utilized at the site. The only information regarding the <br /> proposed reclamation was a statement that the site would be graded to 2:1 slopes or flatter, and revegetated <br /> to blend with the surrounding landscape of grass and trees. <br /> Based on the existing perimeter slopes at the site (photos 2-4), and the extent of the disturbance within the <br /> permitted 5 acres, the Division is uncertain that the re-sloping earthwork required to reclaim the site to stable <br /> 2:1 slopes within the existing permit area can be completed if additional excavation continues. DRMS <br /> recommends that the operator determine the viability of the current reclamation plan and determine if a <br /> permit revision will be required. If the operator is unwilling to address this potential issue in a timely fashion, <br /> the Division will implement a surety increase based on the existing conditions and what would be required to <br /> achieve stable 2:1 slopes within the existing permit area. This may include costs to import material as needed <br /> and construction of benches to facilitate long term stability of the remaining slopes. <br /> No other specific problems or issues were cited during the inspection.
