Applegate <br /> Group, Inc. <br /> Water Resource Advisors for the West <br /> February 15, 2019 <br /> Mr. Eric Scott <br /> Division of Reclamation,Mining and Safety <br /> 1313 Sherman Street Room 215 <br /> Denver,Colorado 80203 <br /> RE: Response to Preliminary Review of a 112 Construction Materials Reclamation Permit <br /> Application Package,Tollgate Pit,File No.M-2018-060 <br /> Dear Mr. Scott: <br /> Please see the responses below to the December 28, 2018 preliminary adequacy review of the Tollgate Pit <br /> 112 construction materials reclamation permit application(File No.M-2018-060).These responses follow <br /> the same order as outlined in the adequacy review. <br /> EXHIBIT C—Pre-mining and Mining Plan Map(s)of Affected Lands(Rule 6.4.3): <br /> In order to ensure that all underground utilities within 200 ft of the affected lands have been accounted for, <br /> an 811 engineer's request was put in on December 20, 2018. The mining plan map has been broken into <br /> two maps; Figure C-1 shows the adjacent property owners and Figure C-2 shows the mining plan and <br /> structures within 200 ft. See the two updated maps attached. <br /> EXHIBIT D—Mining Plan(Rule 6.4.4): <br /> The following is additional information regarding the original proposed methods of mining to be employed <br /> in each stage of the operation as related to any surface disturbance on the affected lands. <br /> The slurry wall will be constructed prior to the start of mining. The construction will take approximately <br /> two to three months and will be followed by a 90-day leak test,resulting in approximately six months total <br /> from the start of slurry wall construction until mining may begin. <br /> The approximate 6 to 12 inches of topsoil will be stripped off and stockpiled in the southern most portion <br /> of the stockpile area. The topsoil will be salvaged and maintained from all affected areas, including those <br /> to be utilized for stockpile and roadways,for final reclamation.Next,the overburden will be removed from <br /> the ground and stockpiled separately but next to the topsoil stockpile.Note that these two separate stockpiles <br /> will both be kept stabilized, so no excessive erosion occurs. <br /> The area will be mined with a maximum working slope of 3H:1 V around the entire perimeter of the mine <br /> boundary. Due to this, there will be no need for the entire perimeter to be re-sloped post mining during <br /> reclamation. <br /> EXHIBIT E—Reclamation Plan(Rule 6.4.5): <br /> Reclamation activities will take place in all affected areas,which includes access roads and stockpile areas. <br /> The amount of area to be topsoiled and seeded is conservative to include not only the shoreline area,but <br /> also the stockpile area,the crossing,and the armored inlet channel described in more detail below. <br /> www.applegategroup.com Denver • Glenwood Springs • Hotchkiss (303)452-661 l <br />
