EXHIBIT D <br /> MINING PLAN <br /> Mining is expected to begin in the summer of 2000 <br /> f Mining would have two phases; 1) pre-production site preparation; <br /> 2) production. <br /> Pre-production site preparation activities are designed primarily to secure the site <br /> boundaries, provide access for mining, storage and removal of gravel, and to implement <br /> drainage improvements. This phase of mining would involve the following steps: <br /> - 1. The entire site boundary would be fenced (4 strand barbed wire with metal <br /> posts) and signed prevent trespassing and protect public safety. <br /> 2. The access road at the entrance to the site from Highway 67, located on <br /> private land,would be widened to approximately 40 feet, and new culverts <br /> and drainage improvements would be installed. <br /> l <br /> 3. Highway 67 would be re-stripped, in accordance with the State Highway <br /> Access Permit issued by the Colorado Department of Transportation, to <br /> provide acceleration and deceleration lanes for vehicles entering and leaving <br /> the quarry. <br /> 4. An abandoned septic system and leach field located on the private land <br /> portion of the mine would be removed and reclaimed in accordance with <br /> state and local health regulations. <br /> 5. Drainage improvements including sediment traps, sediment detention basins, <br /> lining of drainage ways and silt fencing would be implemented to reduce <br /> erosion and sedimentation. These facilities would be located on both private <br /> and National Forest System lands and would require ongoing modification <br /> E and maintenance throughout the mining and reclamation phases of the project. <br /> 6. Upon completion of the drainage improvements, the area to the west of the <br /> l base of the existing slope, located on both private and National Forest <br /> System lands, would be leveled and configured to provide areas for gravel <br /> storage and loading of gravel onto trucks for removal from the site. <br /> l <br />
