We note that unless the Applicant demonstrates that the volume of ground water seeping into the quarry mine <br /> is within the State Engineer's allowable leakage rates as referenced in the August 1999 State Engineer <br /> Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines), the Applicant will need approval of a substitute <br /> water supply plan or an augmentation plan to make replacement from evaporation from the exposed ground <br /> water. According to the 2011 State Engineer General Administration Guidelines for Reservoirs (2011 SEO <br /> Guidelines), rock quarries in low permeability material can be tested in accordance with the 1999 SEO Guidelines. <br /> If stormwater runoff is intercepted by this mining operation and is not diverted or captured in priority, it must <br /> be released to the stream system within 72 hours, which may require a discharge permit from CDPHE-WQCD. <br /> Otherwise, the operator will need to make replacements for evaporation. <br /> The applicant may contact the State Engineer's Office with any questions. <br /> 1313 Sherman Street, Room 821, Denver, CO 80203 P 303.866.3581 F 303.866.3585 www.water.state.co.us I •r <br />
