J. E. STOVER & ASSOCIATES INC.
2352 NORTH 7T" STREET, UNIT B
GRAND JUNCTION, COLORADO 81501
PHONE: (970) 245-4101, FAX: (970) 242.7908
MINE ENGINEERING
MINE RECLAMATION
February 8, 2019
Janet Binns
Division of Reclamation, Mining & Safety
1313 Sherman St., Room 215
Denver, CO 80203
Re: Bowie Resources, LLC, Bowie No. 2 Mine
TR -118, Revise and reduce the size of gob pile #3
Permit C-1996-083
Dear Ms. Binns:
CIVIL ENGINEERING
CONST. MANAGEMENT
On behalf of Bowie Resources, LLC, (BRL), enclosed is an application for a technical revision to
reduce the size of gob pile #3 at the Bowie No. 2 Mine.
Since the Bowie #2 mine is currently in temporary cessation and no longer producing coal mine
waste, BRL proposes to reduce the size of gob pile #3. In doing so, the gob pile will re -vert back
to the approximate configuration that was approved under Technical Revision No. 84. The
main differences are the pile height and slope angle. The proposed slope angle will be 31-1:1V
and therefore a new geotechnical study will not be necessary as the proposed pile falls under
the approved slope angle and height.
Please remove from the permit the following documents:
Appendix B: Full Build Out Configuration
Appendix B: Figure 2
Note:
What is currently approved as Ditch J10 will become the East Clean Water Ditch with the
proposed revision. BRL prefers to keep the existing road on the north side of the pile, and
therefore Ditch J10 (current) will no longer need to function as the upper diversion ditch, it can
become the Clean Water Ditch. The designation D -J10 will still be used on the proposed gob
pile design. A new design for the East Clean Water Ditch is not attached. The difference in the
contributing area to the revised location of the Clean Water Ditch is insignificant and
contributes less than 0.1 cfs to the overall peak flow. The majority of the flow in the clean
water ditch comes from upland areas, see design beginning on page Volume XI, App. B-69.
