Colowyo Coal Company L.P. <br />IV. Phase I, II, & III Bond Release Area Gulch A Ditch <br />A. Summary of Reclamation and Management <br />The area applied for under this application is the Gulch A Ditch and the ditch was <br />reclaimed in stages from approximately 1992 to 2005. Design information for the Gulch <br />A Ditch can be found in Volume 2C, Appendix Exh. 7-14G, and the location of the ditch <br />is shown on Map 41 in Permit No. C-1981-019. The location of the Gulch A Ditch bond <br />release area is shown on Map 1, and Map 2 provides the corresponding profile of the <br />post -mine channel. <br />All reclaimed lands within the Gulch A Watershed, except 2.9 acres, have been Phase III <br />released. The remaining 2.9 acres of the Gulch A watershed are treated through a small <br />area exemption as approved Volume 2C, Item 18 in Permit No. C-1981-019, thus the <br />Gulch A Ditch is no longer necessary to convey surface water runoff to the Gulch A Pond <br />and is proposed to be released in its entirety. <br />The Gulch A Ditch was generally constructed as a trapezoidal ditch, with a 10 -foot <br />bottom width, and 3H:1V side slopes. The ditch is riprap lined with sizing varying <br />dependent on the location within the overall ditch alignment. Over the past 27 years the <br />ditch or segments of the ditch have been in existence, the ditch has stabilized completely <br />and has vegetated extremely well between the gaps in the riprap lining. <br />B. Topsoil Replacement <br />The applicability of Rule 4.06.4 does not apply to permanent post -mine channels. <br />C. Revegetation Success Demonstration <br />The applicability of Rule 4.15.8 does not apply to permanent post -mine channels. <br />D. Post -Mining Land Use <br />The post -mining land use for the surrounding area applied for is rangeland and wildlife. <br />The Gulch A Ditch is a permanent post -mine channel that supports the overall post -mine <br />land use. <br />E. Surface and Groundwater Impact Analysis <br />An analysis pertaining to surface and groundwater impacts is not applicable to permanent <br />post -mine channels. <br />SL -15 Phase I, II, & III Bond Release Application Page 8 <br />
