CONSULTING GEOTECHNICAL ENGINEERS AND MATERIAL TESTING
7 January 2013
Western Fuels Association, Inc.
12050 North Pecos, Suite 100
Westminster, Colorado 80234
Attention: Mr. Douglas White,PE
PN: M12058MT
Subject: New Detention Pond Embankment
North Plant Site
Nucla, Colorado
Comments Regarding DRMS Review
Mr. White:
This letter presents comments in response to your 27 December
2012 e-mail letter regarding the DBMS comments. The results of
our analysis (rapid draw down condition) for the subject
Detention Pond were presented in our letter dated 10 October
2012. That submittal presented our analysis and included test
results of embankment samples of the fill material for strength
parameters. The calculated theoretical stability analysis used
typical embankment cross section and parameters noted.
Our report presented the results of the theoretical assessment
of embankment stability during a rapid drawdown condition, which
is the least stable embankment condition. This report presents
the results for the theoretical calculated minimum factor of
safety for a steady state seepage saturated embankment condition.
This analysis used a unit moist weight of 122.6 pcf for the
embankment soil materials. The data from the actual field
density tests indicate that the average moist compacted density
was about 122.6 pcf.
The strength parameters used in our analysis which were derived
from our direct shear strength tests are as follows:
- laboratory moisture content -dry density relationship
(Proctor) test, and
- direct shear strength tests of remolded material.
P.O.Box 3986
Grand Junction, Co. 81502
(970) 245 6506
P.O.Box 45
Montrose, Co. 81402
(970) 249 2154
Appendix 2.05.3(4)-6 Page 7 December 2018 (TR -19)
