6.4.4 Exhibit D <br /> Mining Plan <br /> Fremont Paving and Redi Mix, Inc. (Fremont) is applying for the Construction Material Regular <br /> (112) Operation Reclamation Permit to process natural deposits of quarry rock to produce <br /> construction material on 80 acres located south of Highway 160 in the North % of Section 9, <br /> Township 33 South, Range 54 West. This location is west of Kim, Colorado. The property <br /> owner is R. Dean and Phyllis Goodrich. This property is already permitted as a 111 C. <br /> The current zoning of this property and all adjoining property is Agriculture. The current land <br /> use on this property and all adjoining property is Rangeland. The post-reclamation land use will <br /> also be Rangeland. The Las Animas County Land Use Map shows that this property is located <br /> within the Agriculture Land Use Area. The Las Animas County Preferred Plan Map indicates this <br /> property is within the Rural Resource Area. <br /> The project entrance will be located 2.40 miles south of Highway 160 on County Road 185. The <br /> intersection and county road will be improved for safe ingress and egress from the site with <br /> gravel trucks. There are two man-made structures on the site. The owner of the property, <br /> Dean Goodrich, has a fence that runs along the south side of the project. Las Animas County <br /> has County Road 185 to the east of the project. The structure agreement for the Goodrich <br /> fence is attached in section 6.4.19 Exhibit S. <br /> The Office of Archaeology and Historic Preservation and Colorado Parks and Wildlife have <br /> submitted comment with regard to the proposed site. They are attached for review. <br /> The 80 acre mine will develop as a two phase mine with the first phase encompassing the 30 <br /> acres in the original 111 C permit and the second phase encompassing the remaining 50 acres. <br /> The mine will be located on the 80 acres on the eastern edge of the mesa on this site. <br /> Extraction will occur at a depth of 30 feet and will begin 20 feet in from the eastern face of the <br /> mesa. A buffer zone of 50 feet will be in place on the south face of the mesa, as requested by <br /> the land owner. Extraction will continue in a westerly manner. The life of the mine is expected <br /> to be anywhere from 15-20 years, depending on local demand. <br /> This will be a dry mining operation and mining methods will be consistent throughout the life of <br /> the mine. There are two soils in the target area on the top of the mesa, Capulin loam and Ayon- <br /> Capulin complex. Levi Montoya, NRCS District Conservationist, provided information on the <br /> soils in the target area. That information has been attached. <br /> Activities on the site include drilling and blasting, followed by the use of front-end loaders, <br /> screening, crushing and stockpiling and reclamation using dozers, scrapers, and excavators. A <br /> portable asphalt and/or concrete plant may operate from the site. The blasting plan for the <br /> initial development of this site is included for review. <br /> The target material on the site is quarry rock. There is virtually no overburden with limited <br /> topsoil on the site. All topsoil encountered will remain on the site for reclamation purposes. <br /> There is approximately 2-4" of topsoil on top of the target material. There is no overburden <br />
