Tony Tennyson representing Tri-State Generation <br />and Transmission Association (Tri-State) and Kurtis Blunt representing Colowyo Coal Company (Colowyo) <br />accompained the inspection. The weather for inspection was extremely windy and cloudy with itermittent snow. <br />Temperature during the inspection was around twenty five to thirty degrees fahrenheit. Approximately three to six <br />inches of snow fell the night prior to the inspection and because of this, access around the site was extremely <br />limited. <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The first initial box cut for the Collom Pit appears to have been completed. All excess spoil has been transported <br />to the Collom Pit Temporary Spoil Pile where it is be stacked and compacted. No active spoil placement was <br />occurring during the inspection. <br /> <br />The West Pit Fill was inspected with no issues observed.
