page 2.05-106.1 that TC will seek future approval to leave the passive water treatment
system and the 6MN Reservoir as permanent impoundments may remain in the text, but
please add that TC will reclaim these features until such a permit revision has been
approved by the Division. Addressed with 11/13/2018 submission
15. The North and South diversions must be removed and reclaimed in accordance with Rule
4.05.3(6). Please revise the reclamation plan to address reclamation of the north and south
diversion ditch. Addressed with 1111312018 submission
16. Based on your responses to the items above, please provide an updated reclamation cost
estimate for the reclamation of the passive water treatment system in accordance with Rule
2.05.4(2)(b). The current cost estimate approved for the Foidel Creek Mine already includes
the reclamation of the MIN Reservoir, so the estimate does not have to include a cost for the
reservoir. Once an updated reclamation plan has been agreed upon, the Division will conduct
a liability estimate. Not yet addressed. Please ensure all currently proposed items to be
reclaimed are included in an updated estimate.
Response: As part of their design work, CH2M Hill/Jacobs completed a preliminary cost estimate for the revised
design. The previously developed Reclamation Cost Estimate was updated with the acreages and volumes from
this preliminary cost estimate (include the Passive Treatment System and diversion ditches and the system outlet
ditch to the 6MN Reservoir). A copy of the updated Reclamation Cost Estimate accompanies these responses for
your reference and review.
17. Please submit a revised Map 29, Reclamation Plan Map depicting the post mine configuration
of the water treatment cells and the 6MN Reservoir. Not yet addressed
Response: Please see previous response to Comment 13.
18. In accordance with Rule 2.05.4(2)(h) on proposed revised page 2.05-122.1, please provide a
narrative that TC is seeking the approval of a new CDPS permit to discharge water from the
6MN reservoir and the discharge will not occur until this permit is in place. No longer
applicable to this revision as discharge is not being proposed.
19. Proposed revised page 2.05-131 cuts off the "Probable Hydrologic Consequences" section
heading and the first sentence of this section that is currently on page 2.05-131. Please revise
this page to include this information. Addressed with 1111312018 submission
20. Proposed revised page 2.05-145 does not include a portion of the paragraph from the
preceding page. Please review these pages and insure the text follows from the preceding
and subsequent pages. Addressed with 1111312018 submission
21. Proposed revised pages 2.05-145 to 146.1 appears to be missing information pertaining to the
Wolf Creek Reserve that was added with TR83. Please review the currently approved pages
and make the appropriate revisions to the most recent application pages. Addressed with
1111312018 submission
22. Proposed revised page 2.05-153 indicates that with the system, iron reduction at a maximum
design flow rate is estimated at 5901o. However, based on the C2HM Hill design submitted
with Exhibit 49EE indicates the iron reduction at the maximum designed flow of 357 gpm
will be 57%. Please revise the page to address this discrepancy. Addressed with 1111312018
