(Tri-State); is the parent company to <br />Axial Basin Coal Company, which is the general partner to Colowyo Coal Company L.P. (Colowyo). <br />Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of minor revision 196 (MR -196) <br />to Permit No. C-1981-019. <br />MR -196 proposes updates to Section 2.04.13 in Volume 1 to remove inclusion of the quarterly <br />valley fill inspection reports in the annual reclamation report. As required by the permit application <br />package in several locations, quarterly inspection reports are submitted to the Division at the end of each <br />quarter. Tri-State does not see a regulatory requirement to submit the quarterly valley fill inspection <br />reports again, through the annual reclamation report, when they are already being provided to the <br />Division on a quarterly basis as required by Colowyo's permit to mine. <br />Further, the Division is reviewing TR -129, which Colowyo is applying to relinquish monitoring <br />requirements for the West Pit Fill. The information provided to the Division within the TR -129 <br />application would normally be submitted to the Division in the annual reclamation report also. Again, <br />there is not a regulatory requirement or need to submit valley fill inspection reports in duplicate to the <br />Division. <br />Also included in this minor revision are a revision application and a change of index sheet to <br />ease incorporation of this revision into the permit document.
