Creek from a point just below Chase Gulch(at City of Black Hawk)to a point near the confluence <br /> of Clear Creek. <br /> Numeric standards are developed on a basin-specific basis and then adopted for particular stream <br /> segments by the WQCD. The standards for Stream Segment COSPCL13b,have been assigned to <br /> this stream segment in accordance with Regulation No. 38 Classification and Numeric Standards <br /> South Platte River Basin, Laramie River Basin, Republican River Basin. Smokey Hill Basin. <br /> Standards for some metals are shown in the regulations as Table Value Standards(TVS). Table <br /> Value Standards are derived from equations that depend on the hardness of the receiving stream. <br /> Other metals standards are based on,and adjusted accordingly to,historically elevated levels due <br /> to past mining activities and the naturally occurring geological deposits of sulfide minerals and <br /> heavy metals that are concentrated here. <br /> Existing adjudicated water rights within this area have been reviewed; a list is attached in the <br /> Appendix V1 Addendum VI. In summary,these rights are listed as having a use of"industrial- <br /> other"and after further study,it can be determined that these are for mining uses. <br /> Many water rights are transferred through North Clear Creek to other points downstream. These <br /> uses comprise a broad range from municipal drinking water to irrigation water to <br /> industrial/commercial use. Additionally,North Clear Creek is a popular recreational water body <br /> for rafting and fishing. Potential future uses could also be reasonably assumed to match the broad <br /> range of existing uses. <br /> 6.4.21(11xb) <br /> Metal content in the water here is higher than other areas of the State and is also highly variable. <br /> This can be attributed to variations in seasonal precipitation that result in highly irregular <br /> dilution/concentration conditions. USGS strefunflow data is attached in the Appendix VI, <br /> Addendum Vl/his l4ib showing the high variability. <br /> • USGS Station 06718550 North Clear Creek Streamflow Data <br /> To illustrate the ambient water quality,data collected by the US EPA in Russell Gulch and North <br /> Clear Creek was used. The sampling sites are the best data available representative of ambient <br /> water quality. We understand these data can be made,available if requested. <br /> US EPA Stations NCC-SW-6, 7. 8.& 12 North Clear Creek Surface Water Quality Data <br /> Venture Resources. INC. is confident that one of the results of the proposed operations will be to <br /> make a positive difference in reducing heavy metal migration from abandoned mine waste rock <br /> dumps to the watershed. This project extracts nearly all of the acid-forming minerals and heavy <br /> metals within the waste rock that are the source of acid-runoff that plague this historic mining <br /> district. By doing nothing, these piles of pre-existing waste rock will continue to leach acid and <br /> heavy metals for a very long time. However.by designing a carefully regulated and engineered <br /> program,a solution is possible,at least to a partial extent. <br /> 72 <br />
