January 11, 2019 <br />Page 2 <br />6. In Section 2.04.3, the top of page 5 states that 286.79 acres are being removed from the <br />permit area. This number is consistent with the cover letter submitted with the <br />application but is different from the application form which states that 285.94 acres are <br />being removed from the permit boundary. Please clarify how many acres are being <br />removed from the permit boundary. <br />Response: Both Section 2.04.3 and the application form have been updated to indicate <br />that 278.93 acres are being removed from the permit boundary. <br />7. In Section 2.04.3, the top of page 5 lists the properties that will be affected by the permit <br />boundary reduction of TR -85. The Goforth property needs to be included in this list. <br />Response: The list at the top of page 5 has been revised to include Lester Goforth. <br />8. In Section 2.04.3, the top of page 5 states that the permit boundary is being reduced to <br />531.38 acres. This acres value is different than the 532.23 acres shown on Table I in <br />Attachment 2.03.8-1 page 1. Please clarify the remaining permitted acreage and update <br />all submitted pages to reflect the updated acres remaining. <br />Response: Both Section 2.04.3 and Attachment 2.03.8-1 have been updated to indicate <br />that the permit boundary is being reduced to 539.24 acres. <br />9. In Attachment 2.05.3(3)-1 page 11, the last sentence states "see Pond 15 design in <br />Attachment 2.05.3(3)-33 ". ERMR submitted Map 2.05.3(3)-33. Please clarify if it is a <br />Map or an Attachment. <br />Response: The Pond 015 design is located in Attachment 2.05.3(3)-33. However, ERMR <br />is proposing to change the map number in this attachment to Map 2.05.3(3)-33. <br />10. In Section 2.05.3 (3) page 29, Table 2.05.3(3)-4, it shows that the training building is 2 ft. <br />high. Please correct this typo. <br />Response: Table 2.05.3(3)-4 has been revised to show the training building as 12 ft. high. <br />11. On Map 2.05.3(3)-1 Surface Water Hydrology, the southern permit boundary line of the <br />facilities area shifted north. It appears that this new boundary location does not include <br />the entire southern embankment of Pond 18. Please clarify if the new boundary location <br />includes the Pond 18 embankment. <br />Response: The permit boundary has been revised to include the Pond 018 embankment. <br />12. Ditch C-18 is no longer needed as a sediment control structure with the approval of SL - <br />19. But as of this time it has not been reclaimed. Ditch C-18 needs to remain in the <br />permit boundary until it is backfilled and graded, topsoiled, seeded and meets the <br />standards of Rule 3.03.1(5). Please show that Ditch C-18 is still in the permit boundary <br />on all applicable maps. <br />Response: Reference to Ditch C-18 has been removed from maps and narratives since it <br />has now been reclaimed. However, the permit boundary has been revised to include the <br />reclaimed Ditch C-18 area until the standards of Rule 3.03.1(5) have been met. <br />
