COLORADO <br />Division of Reclamation, <br />j&7 Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />January 11, 2019 <br />Interoffice Memo <br />New Horizon North (Permit No. C-2010-089) <br />Technical Revision No. 19 (TR -19) <br />Brock, <br />I have reviewed New Horizon North Mine's (NHN) TR -19 for adequacy regarding the provided <br />stability analysis for As -Built updates for Ponds NHN-001 and NH -002 (Ponds). The stability <br />analysis that was provided with TR -19 is the same as what was provided and approved with previous <br />revisions for the original Ponds' As -Built incorporation into the NHN PAP. As per our discussions, <br />NHN's intent is to reduce the size of the Ponds' capacity due to the lack of necessity and to allow for <br />additional progression of reclamation at NHN. After reviewing TR -19, there are no proposed changes <br />to the Ponds' embankments and so all assumptions and parameters used in the original stability <br />analysis remain valid. As long as the integrity of the Ponds' embankments are unaffected during the <br />modification of the Ponds, there should be no stability issues with what is proposed under TR -19. <br />This concludes my review of the above mentioned sections for the NHN's TR -19 review.
