EXHIBIT C
MINING PLAN
OPERATION NAME: STRODE PIT
COUNTY: Kit Carson
OPERATOR: Castle Rock Construction Company of Colorado, LLC
1. Mining will commence in mid February 2019 or as soon thereafter as this permit
is approved and will continue until the completion of a Highway I70 re-
construction project from Flagler to Arriba. The completion of this project will be
in the fall of 2020. Reclamation will be complete by the time the project is
finished.
2. All of the topsoil along with the grass root zone on the existing rangeland will be
salvaged for use in the reclamation process. Topsoil on the northerly disturbed
portions of the pit (where mining will start) and access road will be striped to a
depth of 4-6 inches and placed in the area designated INITIAL TOPSOIL
STOCKPILE as shown on Exhibit E - Mining Plan Map, south of the affected
area. After mining is completed in the northerly areas that topsoil will be replaced
on the reclaimed area to the same 4-6 inches, and then the topsoil in the southerly
area will be striped and placed in the area designated as SECONDARY TOPSOIL
STOCKPILE on the Mining Plan. When mining is complete in the south the
topsoil will again be replaced. Topsoil will be replaced when possible as the
aggregate is excavated, thereby minimizing the size of the topsoil stockpile.
3. It is anticipated that there will be no overburden removed prior to excavating the
aggregate material.
4. If stock piles are left for extended time over 180 days they will be temporarily
seeded. Temporary seeding will utilize the seed mix stated in the reclamation
plan. Any runoff from the stockpile will be channeled toward the excavation
area. No drainage ways will be blocked by or contact the stockpile of topsoil.
Topsoil placement will be complete by the fall of 2020.
5. Thickness of aggregate material to be mined is 15 to 25 feet.
6. Aggregate will be excavated within the pit limits and hauled directly to the project
batch plant site located approximately 11 miles to the northwest on the I70 project
perimeter for processing outside of the pit limits. No processing of the material
will occur on the site.
7. A temporary 50' by 15' access to County Road 6 will be built by CRCC and is
included in the pit limits and acreage totaling 29.93 acres that is being requested
in the permit. This temporary entry enters directly onto existing CR6. The access
